It takes time to learn these things well, and with kana the only real way to do it is through constant repetition. However, there is a simple progression you can follow:

1. Learn what all of the big symbols are (there are 96 in all)
2. Learn how the double-dash and circle markings alter some of the sounds.
3. Learn how the smaller versions of the symbols combine with the large ones.
4. Practice a bunch.

With proper study it doesn't take very long to memorize the symbols, however it does take several months of continuous reading practice to do it with any amount of speed. Just go easy with yourself-- consistency is more important than intensity. Anyway, your name is:

The common spelling would be ステファニー (su-te-fa-ni-i), so you were close. Granted, there are no hard rules to converting names, so you have some freedom there.

Pretty much the same, though typically you'd take the "si" part as "shi":
