Wow, I never suspect, with the site previously mentioned, that my name would have '-' in it. My name is Henry Lukito, I thought it would be ヘンリ　ルキト, but the site put it as ヘンリー　ルーキト.

Transliterating foreign names into Japanese can be rather touch and go due to the limited phonemes of Japanese.

For example, I can write my nickname Lucy as ルシor ルーシー, depending on how carefully I want to try to represent the pronunciation in English.　　It just depends on how you want to write it.

Read both versions of your name aloud. Do you think your name sounds more like　ヘンリ　ルキトor ヘンリー　ルーキト? Maybe your last name is even pronounced ルキート. *shrugs

Joe is definitely ジョー。There's no denying the strong offglide of the "o" in this word in English, so you have to include an extended vowel.

Japanese uses ヴェ to represent "ve" in English. However, there's no "v" in Japanese, so it's okay if you write べinstead. How about アベラー for your last name?

However, if you're hispanic and want to reflect that "r" at the end of your name, you can write Avelar as アベラル or even アベラール.
