think of it as the Canadian "eh?"
it kind of functions as"isn't it" when it's attached to a sentence.
it's lunctime, isn't
it's hot/cold isn't it.
but it's not actually a question, rather it's just looking agreement.
an appropriate response can be "ne" or "sou desu ne"
it's overused in conversation. you'll hear women having a conversation where almost every other word is "ne"
