Can someone explain what kind of grammar is being used here in 沸かし?

I think the other clause should be put after that…
沸かし is verb stem of　沸かす means “boiling water” and it works like te-form which means ‘and’.

So you just add しto the verbs ending to mean and? I thought we do that by adding て at the end of verbs.

Looking at this full sentence, I can make out the meaning of the sentence, but got confused with し　て, they both mean "and"?
