Hello everyone, I'm not sure how 「人払いの魔術により」 connects with the next part of the sentence, 「無関係の人を巻き込まないよう細心の注意を払いながら、呟く」. Some sort of translation: "With the help of magic 'which makes people go away', in order to not entangle uninvolved people, paying close attention she whispered."
