国家戦略特区ついての質問

「広域特区」として「東京２３区、横浜市、川崎市」の一部、そして、「大阪市、京都市、神戸市」の一部を指定する方向で調整に入りました。

I don't quite understand how 国家戦略特区 will be formed, because I'm not sure how to interpret the word 一部.

Does the above Japanese sentence mean:

The entire three cities 「東京２３区、横浜市、川崎市」will form a「広域特区」, or only part of these cities 「東京２３区、横浜市、川崎市」will form a 「広域特区」?
