(anata wa) okaasan to hanashitai desu ka.
And the past tense is with "hanashitakatta desu ka"

One tricky thing you need to remember about this "hanashitai" or any "wish" expressions
is that you cannot really use it to someone you have to show respect. In such case,
it'd be better just to ask "do you speak to..." in Japanese.
And in such cirsumstances, if "okaasan" is your mother, then the proper word to use is "haha".

it's actually more about "not using ～たい" when you need to be polite.
We shouldn't use this expresison はなしたい in interrogative sentence and say はなしたいですか because
you sound very cocky as if you're looking down on the other person. That's why (when you need to use
polite speech) you need to say はなしますか instead.
