Even if a dictionary of words and expressions were "based" on the jōyō kanji, many of those expressions would contain kanji which are not very common, and many common expressions would contain jōyō kanji in 2nd, 3rd, 4th ... position.

Many kanji that we should learn are not in the jōyō set - probably it should be thought of as our minimum. Octopus. Rhinoceros. If you browse the dictionary you will see many such frequent non-jōyō in Part 1 and Part 2 with ease ... If some few people have a request, I am willing to organize alternative views of the edict2 before moving on to other languages than English (from the jmdict project.)
