It's デヴィッド・サマーヴィル according to the most common references I can find, but it probably varies based on local pronunciation.

That most Japanese of sounds "V"

I think that Japanese mostly still pronounce and render V sounds with the B row, despite spelling reform for foreign words.
According to the current official guidance (外来語の表記) either is acceptable. (para 7)
I'm probably just old fashioned though.
