I mentioned this in a thread about a week ago, but I'll touch on it again.
っぴ is often used at the end of people's names in order to form an affectionate nickname. Brad Pitt is often called Burappi in the Japanese press. And at the risk of giving away too much information, my fiancee calls me Zappi. So don't worry Chinz, it's not your imagination.
As for 下手っぴ and 上手っぴ, it seems like they're also being used as nicknames but obviously heta and jouzu aren't their real names. I have no idea how to translate it, but hetappi might just be a way to be cute and self deprecating while saying you're bad at something. Jouzuppi is probably a cute way of saying you're good at something.
Edit: Ok, there are blogs using hetappi as a nickname, but that's not how it's usually used. It's just an ending put on words to make them sound cute. Like little girl riding a tricycle cute, so be careful using it.
