B: 私は日本へ行こうと思っています。

Vつもり & Vと思っています Which one has strong intention? 
説明してくださいませんか。

V+つもり has a higher degree of certainty atachted to it compared to V+と思う.

In English, these are appropriate translation, I think;

A: I intend to go to Japan.
B: I'm thinking of going to Japan.
