I was going to recommend Sgt Keroro before I watched that, but it's definitely higher level than that.

This one is called Heidi, it's a classic one but they use basic, easy, nice and soft expressions compared to some of the new and sort of violent ones I think.

That Chi's Sweet Home is soo cute :D

If you can find a stream of NHK-kyouiku-terebi (I'm still looking) I wholeheartedly recommend "pitagora-suitchi" (Pythagoras Switch). It's a cute and entertaining-- although amazingly low-budget-- kid''s science show. Anyone who can't enjoy the rube goldberg machines is probably taking life too seriously.
