こと at the end of a sentence

What does this mean?
Is it to add emphasis, like saying "...it is that (It is that...)"??

I just ran into that today going through some Japanese procedure screens on our diagnostic instrument. I just figured it was saying "the thing of doing so and so..." I don't know for sure. It's really cool getting to use my Japanese at work!

Sometimes you may see it on medicine in the negative form.

目に入れないこと　Not to be put in the eyes or something similar to that, I think.

The meaning depends on the context. In the case of Rod Wadd's example, it's stating a hard rule. You'll see it on park signs and stations and stuff prohibiting various things.

attaching koto at the end of a sentence has an effect of making it sound like a strict instruction.

It was in a book I'm trying to read, and it said a few things, all with 「と信じること。」 at the end- I guess it means " You must believe that...."

Something like, "In the beginning, difficulties can break your spirit, and even if it looks like you'll be completely injured, in the end it will make you strong and heal your wounds と信じること。(...you must believe that)"

It's like a written imperative, so you are unlikely to hear people say it, but as people have said, it's common to see it on signs and stuff like that.
