Help with する and をする

Here are two verbs.

腕組をする - cross one's arms

運転する - to drive

I know that there are words that you can add (を)する to the word to make it a verb but can you say either する or をする ? Can you use either one and it would still mean the same thing? For example can I say...

腕組する instead of 腕組をする ? And can I say 運転をする instead of 運転する？

They both mean the same thing, though if you were to say "to drive a car," 「車を運転する」, it might sound a bit redundant with the additional を: 「車を運転をする」. The meaning is the same, however, and you can find instances of both styles quite easily.
