OR
Say it!

For example:

I said I will go.
You said you didn't go.
He/She said he/she didn't want to eat.
OR
Hurry up and say it! / Just say it!

To give a couple of suggestions (if anyone notices any mistakes, feel free to correct them):

I said I will go.
（私が）行くって言った。
（私が）行くと言いました。

You said you didn't go.
（あなたは）行かなかったって言ったじゃない？
（あなたは）行かなかったと言いましたでしょう？

He/She said he/she didn't want to eat.
（あの人は）食べたくないって言ったんだ。
（あの人は）食べたくないと言ったのです。

Hurry up and say it! / Just say it!
早く言え！／いいから言え！
早く言ってください！

I think most of the time, if it's clear what/who you're talking about, you can get away with not saying straight out who said something.

I thought it might be something like "...to iimasu", but wasn't sure. I only came to that conclusion because of the "...to omoimasu" construction.

Thanks for both the formal and informal version. I didn't think to ask for the informal knowing I would want to know it.

I think it's worth remembering と/to often goes with verbs like 言う・思う・聞く・考える [ii/omou/kiku/kangaeru]. I saw someone online liken と/to to 'that' in English ('said that...', 'thought that...', 'heard that...'), which I personally found helpful when trying to remember it.

Could you use によって・によると [ni yotte/ni yoru to] for what 'she said'? Like:

彼女によると、彼は「私は頭がいい」と言いました。
かのじょによると、かれは「わたしはあたまがいい」といいました。
Kanojo ni yoru to, kare wa 'watashi wa atama ga ii' to iimashita.

彼女から彼は「私は頭がいい」と言ったと聞きました。
かのじょからかれは「わたしはあたまがいい」といったとききました。
Kanojo kara kare wa 'watashi wa atama ga ii' to itta to kikimashita.

Not exactly 'She said...', but but you still get the information.

かのじょのはなしだと、かれはわたしはあたまがいいとおもうらしい（です）。
Kanojo no hanashi da to, kare wa watashi wa atama ga ii to omou rashii.
