To say 'I think' you use 'to omou', or 'to omoimasu' after a sentence in the regular form. The 'to' part acts as sort of quotation marks, and 'omou' means 'think'. For example:
ashita ame ga furu to omou = I think it'll rain tomorrow.
kare wa baka da to omou = I think he's an idiot
sen en kakaru to omoimasu = I think it costs 1000 yen
Notice how in all these cases I used the plain form verb - furu, da, and kakaru. If you didn't know 'da' is the plain form of 'desu'. Then with 'omou' you can choose whether to put it in the formal form or not.
