sugiru n desu is a little more grammatically corect I think. You can say sugiru desu though!

Grammatically, your other sentences are fine.

But there is a problem with your sugiru conjugations. Sugiru is a verb attached to ren'youkei of atsui.....and therefore does not conjugate like an i adjective.

Ano o-cha wa atsusugiru n desu!
Ano o-cha wa atsusuginai desu!
Ano o-cha wa atsusugita n desu!
Ano o-cha wa atsusuginakatta desu! [cojugated the last part on astusuginai]

You can also use the stem of すぎる, すぎ, with pretty much the same meaning when it comes to using it as an adjective. You'll hear it used by young girls like かわいすぎーー!

Another good use is when you would say 'it's too ___ to ___'. For example, to say 'it was too hot to eat', you use the ~て-form of すぎる and the negative potential form of 食べる: あつすぎて、食べられなかった! I mention this because you end up with some horrific sentences if you try to literally translate.
