振り込める is the more common kanji, I think, and this word means specifically "to rain and keep people indoors". 込める often adds this sort of sense when it comes at the end of a compound verb. Actually, while I don't imagine this word specifically is particularly common, the way the compound verb is formed is a pretty common pattern, and both 降る and 込める are fairly common, so any native speaker could infer the meaning without hearing the word itself before.
Be very careful when searching E -> J. If you absolutely have to do it, check the example sentences carefully to make sure you got the right meaning/connotation, and also try googling the result to see how common it is.
