S2 Lesson 16: スッカラカンのからっけつ

S2 Lesson 16: スッカラカンのからっけつ

Ok, I know スッカラカン means broke and からっけつ also means broke, so why do we need to two words for broke in this sentence, and there is a の in between these 2 words, what does it mean here? May someone please explain, thank you.
