勝ちてぇ = 勝ちたい. Any あい sound can become ええ (or in this case, えぇ) in colloquial speech.

がや could be 名古屋弁 (Nagoya dialect), which is used to express some range of surprise, but it's kinda wide. I'm not really familiar with the use, though.

It's typical Nagoya dialect according to my wife. (from Nagoya)
And you can see a picture and references to Nagoya Dome in this blog.
It seems to be a banner used supporting your team.
