Osaka castle also says a lot about the Japan tourism industry - in that the biggest tourist attraction in Japan's second biggest metropolis cant properly handle foreign tourists.

The number of foreign tourists in Japan is so miniscule compared to domestic ones that they have little motivation to spend money training people in English, making English displays, etc. Can't blame them, really. There are lots of non-foreigner-friendly attractions in Canada, America, etc. because we naturally assume that everyone can speak English.
