Policy on website linking

What is the policy on people linking to websites in their posts? Recently alot of users seem to have signed up simply to promote their websites. No other staff have deleted or locked these topics so I am wondering what the policy is?

If the post brings no substantive benefit for our community and has links to outside sites of no value then the entire post should be removed (if it is clearly link spam).

If the post is in a grey area in terms of benefit, the link should be changed to plain text and not be clickable.
