there is a good website for this puropose: SharedTalk.com
there are people from all over the world and, of course, from Japan too!
The only problem is that sometimes there aren't Japanese people online, and often (if you can't still say much) they get tired after 2 few minutes of conversation so they close the chat, and that's very irritating.
But all in all, it's a good website and it's free. Another similar website is Livemocha.
