Transalation unclear

Why do say your first translation for the first sentence is complete, when the expression that gives some context wasn't translated?

I don't mind if you don't give a full translation (one with all the meaning in the original) but do say that its not a full translation.

It would like saying someone reading a report and saying "The government says this food is not safe" - you'd want to know at least what type of food- 2 month old non-refrigerated standard milk would not important since no one would drink that anyway- just the smell would discourage you.

In English we use a header to give context but we don't know if the offered expression had a complete header to give this context- it might have said Fukushima Daiichi Nuclear Power Plant.

If you mean I gave a strict translation, a loose translation is fine too- The concentration of the sea discharge was higher than government limits.
