べきである。 meaning/help

can you say the following sentence:

私は自分の周りの世界をじっと見詰めるべきである。

and translate as:
"I should look hard at the world around me."

the である。 refers the to 自分の周りの世界 right?
and the べき refers to the verb 見詰める ?

also, the last part intriguing me.

if we used the verb
見詰める
at the middle of the sentence , can we still use である。 at the end?

である is just the literary だ/です. Some form of the copula must be used to predicate べき, so that's why it's there. You can't just end a sentence with べき.

However, note that he's wrong about it acting just like a noun. It requires a copula to predicate, but it otherwise doesn't act like a noun in any particular way. You can modify other words directly with it, as you can with a verb, for instance, like 愛すべき人 (first example off google), or whatever.
