In the following sentence, what does 意見があります mean?

町がもっと災害の対策をしていたら、助かった人がいたかもしれないという意見があります。

I know that 意見 means opinion or view. What I am unsure about is whether in this case it refers to the opinion of the speaker or some other person or persons. The speaker, by the way, is the town mayor.

意味がある here means “the condition of something being meaningful”.
The translation should be “If we prepared for natural disaster, we could help more people. The preparation is meaningful”.
