So, a sports player is giving autographs, kids and other people standing around, and then he says to one after he already gave some to others: "落ちつけよ".

I learned the potential as koto ga dekiru, rareru / reru etc. and the imperative as changing the final syllable to e column, but now the translator says both occurs and I wonder if that really is the case here and if someone could please break it further down for me?

It's the imperative of 落ちつける ＋ sentence-ending particle よ. You'll hear this combination a lot in casual speech, especially between guys. It sounds slightly less harsh than the plain imperative 落ちつけ.
