Here you can get panpals and people who will voice chat with you for free, you have to wait for them to message you, but you can send "His" unless you pay 6 bucks a month. But hey it's pretty cool.

You could try to post somthing on lang-8.com... and try to get friends there(People go there to post random thingsa they've written in the language they want to practice, which gets corrected by native speakers and whatnot, som might be interested in being your penpal=D)
