Bags?

Just received my voucher packet. The final instructions say if you bring a "travel bag" or prohibited items, you must leave them with a proctor. A "personal bag" can be kept under your seat and not block walkways. What is the difference? Do they search the bags?

I think travel bag means ‘suitcase.’
Venues should be like lecture rooms have benches.
