I'm thinking you may have heard Kan souri-daijin (Prime Minister Kan), which is the name of the current prime minister of Japan.
As for "kihon desu", if you heard this while watching the weather report, it may have been "kion desu". Kion means temperature, and they usually say this when they are going to switch topics and talk about the temperatures.
