do japanese children practice writing/ take notes in class up -> down or Left-> right and if up-> down so they have special notebooks for this purpose?

Writing done vertically is called "tategaki" and horizontal writing style is called "yokogaki". It is more traditional for the writing to be in tategaki style, however from what I understand it is not ALWAYS done this way. This leads me to assume that the students are taught to write vertically.

Someone may want to correct me with that, but from what I understand the students are taught writing tategaki but it is not frowned upon to write in yokogaki style if you don't need to be formal about it.

Basically a supplemental class that's not part of the school system; I think the full japanese term is 学習塾（がくしゅうじゅく）. I tried taking a 国語 class at one for a while.

It's not quite that simple, 塾（じゅく）　seems to refer specifically to small-scale private schools. For classes generally you're probably better off using じゅぎょう.

Does anyone know a place online to buy tategaki style notebooks? I found a place in little tokyo, but they are small notebooks and I have to buy a lot every thime I am there. I would like to find a thicker one maybe with a spiral binding.

if it's for personal use, and you're working, you might wanna do something like print 50 or 100 pages of horizontal lines on an A4 landscape double-sided. and then bind them together.

you now got yourself a portrait A4 sized たてがき writing pad! =P
