機会をつくる

Hello.

What does the expression 「機会をつくる」 mean. I've encountered it in the following sentence:

いろいろな機会をつくって、パラリンピックに関心を持ってもらうことが必要です。

I don't actually know, but for what it's worth it looks like it should equate to something like "provide an opportunity", "create an opportunity" or "give <someone> a chance". In the sentence I think it's possibly something like "provide a range of opportunities".

But I don't know, so that's just an uninformed opinion.
