Mummy's boy

Does anyone know what a Mummy's boy in Japanese?
A son who soft and emotionally dependant on their mother no matter how old they get.

that's an interesting question!

I think there's no perfect translation in Japanese.
Traditionally, being dependant on mother, being soft and so on were considered as "sissy" in Japan
and not at all positive. We have the word マザコン which means "mother complex" and this word used to be
used as criticising a man who cannot be separated from his mother and/or be a man.
Recently, it's getting more and more "acceptable" for men to show their soft and caring side including
love to mothers. So, this マザコン has just started to be used also as "good", but still, not 100% positive.
The expression "mummy's boy" seems to have more meanings and with positive concept, so
we might use several adjectives to describe such persons.
If you meant negative only, maybe マザコン would be the best fit...

Is that reasonable?

we use マザコン to human only...usually.
So, with a cat, it might sound strange...

"My cat treats my wife special even　though she doesn't give him scratchies."
=> I'm not 100% sure about "even though she doesn't give him scratchies" (I don't even have cats...), but
one thing I can advise here is that you must keep the same "topic" until the end of sentence.
私の猫は、妻が（スクラッチをあたえないのに）、妻を特別扱いします。
"My cat is a mummy's boy."
=> Your sentence 「妻は猫がマザコンだそう. 」 actually says "Regarding my wife, cat is MAZAKON".
Let's see....ho about 私の猫は「マザコン」なのかもしれない。which means, "my cat might be MAZAKON
(= mummy's boy)".
