Can anyone help me to break this down?
何=nani (what)
What is かって?
And why does the sentence and with の?

do you think you might be able to write the whole sentence instead of just the last part? you asked what katte means but it actually isn't katte it is nanika which means something with the quotation of to in the spoken form of tte. This tte can also be used like ha but it doesn't seem to have that use the in the partial sentence you have up. If I were to guess I think this sentence is asking if someone had said something. That no particle on the end is the question marker so its like did so and so say something. Anyway hope this helps.

The first thing that came to mind when I read this was that it is just a shortened version of 何かっていうの? (Aが何かっていうの?→ Something like "What are you trying to say A is?" but hard to tell without context)
Like mieth said, if you could post the rest of the sentence, that would be helpful. :)
