ばっかし looks like a variant of ばっかり, and ゆって is the same as 言って (it's common to pronounce いう as ゆう, including the conjugated forms:ゆって、ゆった、etc.) The word for idiot/fool would simply be ばか (without the stop in the middle).
So to me it sounds like he's yelling at someone for saying the same kind of thing all the time (whatever the person is saying would come before ばっかし).
