What does this sentence mean?

ingurisyu ga dekinai desu gomennasai dekitara ohanasi de kiru no nine


I know desu, gomennasai and no. The rest has be a little confused..

They use "ingurisyu" (English) instead of "eigo" and their spacing of romaji is a little bit strange.
