I've been practicing up for the JLPT as well, so I can relate to the trouble you're having. The reading exam is renowned for its ruthless time limit and ridiculously dry content, so don't feel like you're the only one going through this. The best advice I can offer is to maintain a constant study of new vocabulary and continual reading practice (I've been using Anki for this, looking up every single unfamiliar word and adding it to the study deck. It's very tedious, but the past 6 months have yielded fantastic results). You could also try taking a few familiar sentences and trying to read them as quickly as possible, or getting a book & its companion audio book and following along as you read. Beyond that, it's not a bad idea to be thinking about strategies for taking that test itself (e.g. looking at the questions first, making mental notes of particular points as you read, making educated guesses...). It's designed to be challenging as opposed to being a realistic judgement of your abilities with the language.
Improvement really a slow process, though. Sometimes you won't even realize the progress you've made until you look back at your level a few months prior. Just keep at it!
