This と has no relation to the particle. 落とす means "to fall down." 落とした is the plain-past tense. 落とし物 is "lost article," (e.g. "lost and found" for example.

again y is there a usage of と? y not just say 話したい
Often you'll hear 「だれか」と話す (to speak
with [someone]), but I've never heard of it in the way you've written above, nor have I been able to find any indication of its usage via google-sensei, ALC or WWWJdic. If you're sure you've written correctly, you'd best ask a native about it.

this one i dont get at all.. but judging by the context it was used in, i guess it means "putting that aside"
This is a contraction of the form 〜ておく、 which means to do something in advance. おく means "to put," its 〜て form is おいて, and if you say "to put something [somewhere] in advance" you can say おいておく. Since this is quite a common form, it is often shortened to とく, thus おいておく becomes おいとく, and おいておいて becomes おいといて.
